Dear Valued Vendors,
On Friday, March 21, 2025, the City transitioned to a new eProcurement solution (OpenGov) for publishing solicitations, and receiving vendor responses. Register your account to begin receiving email notifications for the City’s Bid/RFP opportunities. Registration is 100% free for vendors!
Thank you for your interest in doing business with the City of Pinole!
CITY OF PINOLE OPENGOV PORTAL
The city uses an eProcurement system called OpenGov for publishing solicitations and receiving vendor responses. The City’s eProcurement Portal allows vendors to:
- Register to bid and receive notifications of future opportunities by subscribing.
- Follow updates to open solicitations, by finding the solicitation and clicking the Follow button.
- Submit questions and receive answers for open solicitations.
- Be guided through the electronic submittal process.
Step 1: REGISTER IN OPENGOV
Sign-up as a vendor at no charge with OpenGov. Upon sign-up, you will receive an email from OpenGov with instructions to activate your account.
Step 2: SUBSCRIBE TO RECEIVE SOLICITATION UPDATES
Once your account is activated, visit the City of Pinole Procurement Portal and click the “Subscribe” button to stay up to date with solicitations. Upon successful vendor registration and after you have subscribed to receive notifications, solicitation documents will be available for download at no charge.
Step 3: MANAGE NOTIFICATION PREFERENCES
After subscribing, manage your category code(s) and notification preferences by logging into your OpenGov Company Profile. Visit the OpenGov Help Page to learn more about setting up category codes.

Disadvantaged Business Enterprise (DBE)
Disadvantaged Business Enterprise (DBE) and Small Business Enterprise (SBE) firms are strongly encouraged to participate in the City of Pinole’s contract opportunities. City projects funded in whole or in part with federal funding sources are subject to DBE requirements set forth in Title 49 of the Code of Federal Regulations (CFR), Part 26, and the State of California Department of Transportation DBE Program Plan, as well as other Caltrans guidelines. For these projects, specific DBE requirements and project goals are detailed in the project’s bid specifications.
