City Exploring Future Grocery Store Opportunities at Appian 80

The City of Pinole was notified on February 4, 2025, that Safeway intends to close its store at Appian 80 on April 4, 2025. The City is actively gathering additional information and has initiated discussions with the property owner to understand the next steps for the site. A public update will be provided as soon as more details become available.
While the City is saddened by the store’s planned closure, we remain cautiously optimistic about future opportunities for the site. The property owner has indicated that the site is not on the market and that they continue to actively plan for a grocery store at this location. We recognize that this announcement presents challenges for both Safeway employees and the many residents who rely on this store, and we are committed to supporting our community during this transition.
The City has been engaged with the new property owners since they acquired the Appian 80 site in early 2023. Under the previous ownership, development entitlements were secured for a project that included a new Safeway with a gas station, junior anchors, and additional retail tenants. In June 2022, the Pinole City Council approved an extension of these entitlements, which remained valid through June 2023. However, following their purchase of the property in early 2023, the new owner elected not to proceed with the previously approved project, allowing the entitlements to expire.
The City remains committed to supporting a strong and vibrant commercial corridor at Appian 80. While the City is disappointed to hear of the closure and the impact on employees and residents, the City looks forward to working with the property owner on exploring and supporting new opportunities that will strengthen the economic business corridor and provide needed services for our community.
