DOJ Minor Decoy OPerations

City of Pinole has been awarded a grant from California Department of Justice for Tobacco Retailer Code Enforcement. Part of this grant includes partnership with Pinole Police Department to perform Minor Decoy Operations. This is where tobacco retailers are shopped by minor decoys to ensure compliance with Pinole Municipal Codes pertaining to prohibition of tobacco product sales to minors (PMC 9.30.040).

The Minor Decoy Ops program is slated to begin Summer 2026, with at least 20 Minor Decoy Operations to be completed each year. The operations will typically take place in the evenings, with possible weekend operations to occur.  Participants who complete the Minor Decoy Ops training will receive a $50.00 sign-up bonus stipend and a $25.00 stipend for EACH retailer where a decoy shop is performed.
