PERMIT REBATES FOR GAS TO HEAT PUMP INSTALLATIONS
Eligibility
To support clean energy and help residents upgrade to modern, efficient technology, the City of Pinole is offering—for a limited time—a rebate equal to 100% of paid building permit fees for qualifying projects for properties with 1-4 units. This rebate is graciously supported though the California Energy Commission’s Local Government Building Decarbonization Challenge grant. Eligible projects are limited to:
• Replacing a gas water heater with a heat pump water heater
• Replacing gas space heating with heat pump space heating/cooling
This temporary program is offered on a first‑come, first‑served basis and is subject to available funding.
Rebate Process
- Step 1: Property owner and contractor sign acknowledgement form
- Step 2: The signed form is included with the permit application
- Step 3: Permit is issued and work begins
- Step 4: City inspections are completed and the permit is finaled
- Step 5: The property owner only will receive a rebate check, mailed to the address provided below, in the amount of the qualifying permit fees paid through the City’s eTRAKiT system
Important Notes
Rebates are issued only for eligible project types, at only sites with 1-4 units, only after the permit is finaled, and only while program funds remain available.
• The City may deny or withhold a rebate if any program requirement is not met or if information provided is incomplete or inaccurate.
• Rebates apply only to building permit fees paid in the City’s eTRAKiT system for qualifying permit types where work has been permitted, inspected, and finaled.
• If instant permitting is used (via Symbium), the Symbium processing fee is not refundable.
• The City reserves the right to modify, suspend, or terminate this rebate program at any time.
