Affordable Housing

The Affordable Housing Division ensures compliance with affordability agreements for City-funded housing and invests in affordable housing and homeless support.

Animal Control

The City of Pinole has entered into an agreement with the CCC Animal Services Department for animal control and sheltering services.

Building

The Building Division issues permits and provides building, electrical, mechanical, plumbing, Title-24 and accessibility inspections for construction projects.

City Attorney

The City Attorney’s Office is the primary legal counsel for the City.

City Clerk

The City Clerk serves as the elections official, legislative and records manager for the City and provides support.

City Manager

The City Manager oversees all staff and programs. Other divisions which operate under the department include Communications & Engagement and Information Technology.

Code Enforcement

The Code Enforcement Division resolves blight, public nuisance and property maintenance problems to preserve and enhance the quality of life in Pinole.

Community Services

Community Services provides programs, parks and recreation facilities that meet the needs of the diverse Pinole Community.

Economic Development

The Economic Development Division is a new addition to the Community Development Department, established in FY 2021/22.

Finance

The Finance Department is to provide the City Council and City Management with financial information necessary to ensure sound and prudent financial management and protection of assets.

Fire

The city partnership enables the Contra Costa County Fire Protection District (CCCFPD, “Con Fire”) to provide full operation of fire services in the City of Pinole, including the operation of both Fire Station 73 and Fire Station 74.

Human Resources

HR manages the City’s personnel functions through administration, records maintenance, recruitment, employee relations, compensation & benefits, training, and risk management.

Pinole Community TV

PCTV provides quality broadcasting, ancillary video and audio services to the City of Pinole, other organizations and the broader community. PCTV informs the public of the City’s operations and events.

Planning

The Planning Division administers and implements the General Plan and Zoning Code for the City. It processes land use and development applications, which include use permits, design review requests, and subdivisions.

Police

The Pinole Police Department is committed to ensuring a safe community by providing law enforcement while engaging citizens with honor, integrity, professionalism and respect.

Public Works

The Public Works Department serves approximately 19,000 residents through a wide variety of municipal services. The City is responsible for improving and maintaining its public infrastructure and assets.

Recreation

The mission of the Recreation Department is to create community through people, parks and programs.
