Pinole Achieves a Structurally Balanced Budget Marking a Milestone in its “Yellow Brick Road” to Long-Term Fiscal Sustainability

The City of Pinole is proud to announce that it has achieved a structurally balanced budget for Fiscal Year 2026–27, a significant financial milestone that positions the City for long-term stability and growth. After years of ongoing fiscal challenges, including this year’s structural deficit of approximately $4.2 million, the City has closed the gap through a combination of strategic revenue enhancements, expense reductions, and thoughtful long-range planning.
Under the leadership and direction of the Pinole City Council, staff undertook a series of corrective actions to restore financial balance. As a result of these efforts, the General Fund Final Proposed Budget is now balanced with a modest surplus of $2,376, supported by approximately $30 million in both revenues and expenditures.
This achievement is grounded in the City’s long-term financial planning model, known as the “Yellow Brick Road,” which emphasizes the need for a careful and sustainable blend of added revenues and steady or reduced expenditures over time. This approach ensures that the City maintains fiscal discipline while continuing to serve the community effectively.
Unlike previous years, the FY 2026/27 Budget does not rely on the General Fund’s unassigned fund balance to support one-time initiatives or capital projects. Instead, staff strategically identified and utilized Non‑General Fund sources such as road and infrastructure improvements — outlined in the Five‑Year Capital Improvement Plan (FY 2026/27 through FY 2030/31).
Across all funds, the City’s total budget is $61.8 million, including $51.7 million in expenditures and an additional $10.1 million allocated to capital improvement projects.
This progress is the result of several months of diligent work by City staff, who conducted a thorough examination of operations and made careful, and at times difficult, decisions to ensure fiscal responsibility. Their dedication, paired with the guidance of an exceptional Finance Department and strong leadership team, has provided a brighter financial outlook for Pinole.
“Adopting a structurally balanced budget reflects the hard work and discipline of our City staff and the strong teamwork we share with Council. It’s not always an easy path, but it is the responsible one,” said Mayor Anthony Tave. “I’m confident that this budget positions us for a fiscally resilient future while ensuring that we continue serving our community with excellence.”
Looking forward, the City remains committed to fiscal discipline. Any future budgetary increases will require proportional reductions elsewhere to maintain structural balance. Council and staff will continue exercising caution before adding new special projects to ensure that Pinole remains on its positive financial trajectory.
